Hypnagogia (the state during falling asleep) is approaching the state of dreaming, so some people who are still vaguely conscious for it will more easily imagine random fluff stimuli, like imagery or voices or whatever
Same for hypnopompia, the state of waking up (normally, before you've opened your eyes)
For unintentional, unfocused stuff, I wouldn't say any of it is of importance
But if you have particularly vivid awareness during either, they can be used for tulpamancy
Usually for how vivid visualization and vocal clarity is at the time
I personally don't experience hypnagogia or hypnopompia at all, and I would say since the brain is not fully conscious I can't say anything seemingly said by my tulpas is fully conscious and intentional either
So hence, I don't really recommend putting much stock in completely random imagined sensations during that time
But if it's not random but intentional tulpa interaction, sure
It might be easier to interact with your tulpa in those states if you experience them, though I'm unclear on if a lack-of-vocality can become vocality during it - as I said, it's normally just existing developed systems experiencing more immersive visualization and vocal clarity
(as in, anything possible during that time should also be possible while awake, if less vivid)

Since it's the state of falling asleep, things get blurry
Some people are more conscious during that state, most are less, some people like me basically don't experience it at all (I'm either fully awake or fully asleep)
